Of course not, I think it's well understood that Pittsburgh is in some category of its own and doesn't really fit into one region. But it has often been included in the so-called Chi-Pitts Megapolis plus its historic economy is rooted in many of the industries that defined the midwest, so it's not unreasonable if some people lump it into the Midwest, even if that's not an accurate characterization.
