As it is, the Baltimore subway might be the most tragically underused transit asset, relative to its capacity, in the United States. (Philadelphia's Broad Street Subway, with four tracks for most of its length, but only 111,575 average daily riders per
the most recently released reports, and through-running regional rail tunnel used for barely more than low-frequency commuter service give it a depressing run for its money)
