There have been some cautionary posts on here about how bad the U.S. "lock'em up" system is, but one gets the sense that Canada might be a little too far towards the other extreme.

If we look at this case in Quebec City, or the "soft" group home they placed the Tori Stafford killer in, or the release with no conditions of Vincent Li (Prairie bus killer) back into society just 9 years after his crime...

Still a really nice group of people to spend Christmas dinner with, though.

NCR is a major issue here, that's how Li got released. In my mind, once you have killed someone in as brutal a fashion as Li did, you should never be allowed back in public. All it's going to take is him not taking his medication and his schizophrenic delusions will be back.
