The One Water Street development forbids AirBnB. More precisely, short term rentals (I believe <30 days) are disallowed.
Brooklyn, on the other hand, touts the AirBnB permission as a way to recoup investment. I agree, this is not the way to go and leads to long term deterioration of the property, the loss of community and a poorer overall experience for the occupants.
