I'd love to be proven wrong but 60ft doesn't look right to me. Looks like 40ft personally.
I wonder if the City has quietly secured some public parking in the development. The original plans only had 2 levels of underground from what I remember.
Don't forget there is also that giant door opening to the newly renovated building next door below grade - they may also extend parking into there.
Looks like they are ready for the big pour on building 2, I was in the area when building 1 was poured. The foreman of the cement crew indicated the base would be 1080 TONS of cement, roughly 43 truck loads.
I think they're going to be the main exhibit of the underground museum that is dedicated to construction machinery which was part of the development plan
Did they ever have a problem with the underground water/rivers? If not, maybe a subway isn't that impossible to build as some may think.
My understanding is that is essentially the main reason they had such delays in construction. They had to drive all those piles to shore the building up as the ground is so soft.

well that's what you get for building a city on rivers lakes and marshes lol..
For some reason, it seems that the folks behind this project want to make it the hardest development to photograph in the city - I imagine to get decent pictures above the hoarding you'd need to use one of those extending selfie sticks - I might try that later this week to get some nicer pics. However, here are some sub-optimal night pics:
