It gets tricky if you are up against a height restriction. Basically, as I understand it, if you area already at a maximum height, you wouldn't be able to build the elevator lobby you would want on the roof. You'd want the elevator lobby so that you can provide ADA access and ease of use.
I guess the alternative is to do stairs the entire way and put in one of those things that carry folks up stairs.
