It is because the garage was built first. The three storys of office space was added many years later. I seen an old post card that shows it as only a parking garage. Then years later there were offices on top.

I don't think we appreciate often enough how many other cities have to do without the beautiful classic architecture that SA enjoys every day.

I'm as patriotic an American as the next guy, so what I'm about to say has ONLY to do with architecture... I think the giant flag makes the building look smaller in comparison. So in that respect (architecturally only, not as a patriotic American... I can hear some people getting agitated already) it would look better without it.
