I'd probably know the answers if I didn't get rejected.

I graduated back in May (Fox '18), but I feel like I can still answer your questions:
1.) The dorms on campus range from below average (the former Peabody Hall) to spectacular (Morgan Hall). My little sister just started her freshman year at Temple, and I am SO jealous of her dorm at Morgan Hall!
2.) Temple was finishing out its transition to a mostly residential campus by the time I graduated high school in 2013. It has always had a contingent of on-campus students, but nothing like the explosion that has happened in the past 10 or so years. Several places, such as the Fresh Grocer at Progress Plaza, were revived due to the residential boom, and ridership data from SEPTA shows that the Cecil B. Moore (#1) and Susquehanna-Dauphin stops were among those with the highest growth in terms of absolute and percentage figures.
Most students live near campus today. Not only do the dorms fill up FAST, but they are also really expensive. I believe that the cheapest rooms on campus are in Temple Towers, which run at about $4900/semester. Why would I pay that much per semester when I could rent a room in an off-campus place for between $400 and $600/month (between $4800 and $7200/year)? Not only will I have my own room (potentially in a new construction with a roof deck), but that room will come at a rate much cheaper than the dorms. Also, I partied hard when I was under 21. Living off-campus alleviates the worry of getting caught by RAs, although one still has to be weary of the TU police.
3.) Students typically either eat at J&H, the SAC, or the dining area in Morgan Hall. There are also a ton of food trucks and unique restaurants on and off campus. I personally used to eat at City View Pizza, Philly Style Pizza, Champ's Diner for breakfast, Koja, and whichever food truck I decided to try. Richie's is also a FAMOUS place on campus that every Temple student needs to try at least once!
4.) Students go to games all the time! In fact, I would argue that Temple's fan base is the most passionate of the colleges within city limits. I used to wake up early, hop on a bus at 15th and Montgomery, and head to the free student tailgates. If I wasn't too tired, I'd also catch the Fly-in. The post-win celebrations on Gratz Street used to be the best!
I hope all of this helps! Temple is a wonderful institution, and I miss it everyday. I still head back to campus to do karaoke at Maxi's and go to The Horse on Wednesdays on occasion.
