I have posted about this before, but this idea of buildings "referencing" other buildings is a post-modern habit we should do away with. It's like the kid who is unsure of himself and dressing in the same clothes the kid he admires does in a pathetic attempt to be cool by association. Buildings should be what they need to be in themselves and not be concerned with "referencing" or "paying homage to" other buildings. That doesn't mean that architects have to reinvent the wheel with every building - if a building needs to incorporate the same solution as some other building then do it - just don't do it to "reference" that building, do it as a genuine solution to the problem.
That said, I don't think the CTC is guilty of this. I wouldn't say it was a unique building, but I don't think it references any other building in particular.
