I really like the decision to put the silver or white glass panels at the setbacks. The horizontal distance of the setbacks is so small that without it, they would be too subtle to pick up from a distance or from many angles. But this calls them out and makes the overall composition move upward. Nice touch.

195 Meters - it looks taller because the ''skyline'' area (Achrafieh district) of Beirut is on a hill, which makes the cluster of towers look 250-300 meters from Beirut's coastline (check below).
