This is extremely cryptic.

When I google "three walls" that address is the first thing that pops up.

Not sure what I have to google to get "Nanoparticle tracking analysis system capable of visualizing/measuring particles suspension in range of 10-2000nm" to pop up.

There's Mark Twain ("Sail away from safe harbor. Catch the trade winds in your sails. Explore. Dream. Discover.") and Star Trek ("Did I ever mention you're a magnificent scoundrel?") quotes - perhaps something about travelling (sailing, space travel, c-train?)

My thought is maybe there is some allusion to famous authors, like the Kansas City Library:

..but that doesn't seem like Snohetta's style..

I don't understand this guessing game thing at all. Perhaps this is enjoyable to some, but it comes off as more than a bit prickish. "Ha ha, I have access to secret information but you don't, enjoy the crumbs peasants".

So I'm guessing that will extend over the roadway and right into the municipal building?

I don't think that's what they meant. I believe it means it will be on the East Village side of the building. I hope I am wrong though, that could be very cool.

Sounds like they may be cutting a hole through city hall and the Library to bridge downtown to everything east. See around the 1:10 mark.

That's an accurate description. The steps, pass-through and main entrance area are a very creative design element to this project driven by the unique constraints of this site.

There will be an information session at the TELUS Convention Centre on the new Central Library on September 4th.. perhaps the new design will be unveiled then. The Snohetta and Dialog design team will be there to discuss the "function and design" of the new building.

Calgarians can check out design of new Central Library
"The sessions, scheduled for 6 to 8 p.m. at the Telus Convention Centre, hope to attract hundreds of Calgarians....

At more than 200,000 square feet, the new library will house a collection of more than 600,000 items and will provide large public spaces for gatherings, about 66 per cent more space than the existing downtown branch...

CMLC will film all of the phases of construction using a camera set atop Bow Valley College adjacent to the site."

No render on link, but it looks like this is a new peak at the Knightsbridge development (unless we've seen this before?):
