Regardless of what people think of the Irving brothers and their businesses, the refinery in NB is a stable and well maintained site, especially relative to many similar sized operations in Western Canada.
Fingers crossed the majority of existing site staff (engineers, technologists, trades, etc.) are kept on.

That's the rub tho' isn't it. Will they be kept on?
I hope I'm wrong, but I see them closing it within 2 years if the purchase goes ahead. Irving's SJNB refinery has
3 times the output of C-b-C.
Do they need a big refinery and a small one in NL, or do they want to eliminate the competition?
GovNL should get certainly get a guarantee that it stays open before the purchase goes ahead. Even then there are always loopholes,
i.e. global demand is drying up, infrastructure there too costly to upgrade.
