Now that I think about it, there's no way in hell that this building would top 1,300 ft. The Sears Tower in Chicago is 110 stories and tops out in the high 1,200's.

Excuse me, I retract that last statement. After doing some quick research, the Sears Tower stands at 1,451 ft. To the top of the antennas is 1,730 ft. So I guess the 89-story building would top out in the 1,200 - 1,300 ft. range. GO HOUSTON!

It is not neccessarily true that the number of floors dictate the height. It is the height between each floor that will determine the height. 85-stories can be squeezed into a 900 ft tower. Take the Aqua of Chicago. It will 80 something floors, but 800 something feet tall. Peachtree Center in Atlanta is 70 something floors but 700 something feet tall.

Though I does wish well for Houston to receive another 1,000 ft tower. I just wish it were in Downtown.

It also has to do with the type of building it will be. If it's office it will have taller floor-to-floor pitch and if it's residential it will be a foot or two less per floor.

That is true in many instances... Except for DC. There are numerous 12-story office buildings that are only 120 ft in downtown DC. Not so across the Potomac in Arlington.

Where exactly is this proposal?

Richmond Avenue at Post Oak Blvd, right along the Uptown Line.

RE: the variables in floor heights... Keep in mind the 89 story portion would be the office space and the 52 story portion would be the residential. Add in the fact that the towers would be connected in some fashion.

Both towers would need a trading floors similar in height to provide a connection. By the looks of the last rendering I don't think the floors will even out to make another full tower in between unless the residential floors are the same height as the office floors.

Sears Tower tops out at 1450 ft. So 1300 ft sounds about right for this tower given the gradual increase in floor-to-ceiling heights in recent decades.

...1300 feet? are you guys serious? i'll be VERY surprised if the height of this building were anything much greater than 1000'
