Don't know anything about the guy beyond that it seems he works for Penfor according to his LinkedIn. I've attached some articles and websites referencing Serhal Consulting. Seems like they have no major footprint.

Daniel Serhal is the CEO of Penfor Construction. He has represented Serhal Consultants before the city. So I assume he is the owner.

Without a doubt one of the nicest buildings under construction right now in Winnipeg. Really excited to see this one when it's done.

One detail from the renderings that makes a big difference is that they eliminated the cobrahead light standard that sits between 137 and 127 with a globe-style that matches the other ones on the street.

I hope they actually do this, if it's allowed. Not only is the existing lamp ugly and out of place, it sucks to be in an apartment next to one of those.

For years he worked at Affinity Architecture. They design the majority of the suburban 4 and 8 storey apartment buildings.

Thanks for the feedback about Serhal, people.

Of course, with Zaifman's record this is no guarantee that anything will happen with the old St. Charles Hotel, but it seems he's at least aligning himself with someone who appears to have some legitimate experience in residential construction.

IF it actually happens, it wouldn't be the worst use of the building at this point, IMO. It would be some more residential in the exchange, perhaps a complement to the affordable residential going up at the Market Lands.

He was involved with 174 Provencher Blvd, which is currently under construction. I found an article saying he was involved with 80 Snow St, which looks like it's under construction on Google Maps (haven't been down that street in a long time). He was also involved with the big project at 4025 Roblin Blvd, which just recently got approved. So he does have some history of getting stuff approved/built.

I thought this paragraph from the article seemed ironic.

"Serhal Consulting also worked with the owner of the John C. Falls House at 36 Roslyn Rd. In 2022, the property and development committee voted in favour of removing that house from the city’s list of historical resources, which allowed for demolition. Heritage Winnipeg was also in support of that change — a rarity for the the organization — because the structure had deteriorated to a point where it could not be feasibly saved.

However, a similar fate isn’t in the cards for the St. Charles Hotel, Zaifman said."


This seems like the path Zaifman has wanted all along. I am not sure if this is foreshadowing or not.

The owner of the St. Charles has kicked the tires of numerous consultant groups around the city over the years. I don't think he has any real interest in a redevelopment of the existing building, or at least actually paying for it.

^^ I agree, in this case there's plenty of precedent to be cynical about this latest news. But...I've been wrong about a lot of things in my life; I hope I'm wrong about this one.

Had Daniel Serhal in our office a few weeks ago, mentioned that he has quite a few residential projects scattered around the city coming up in the next while.
