I think this has to do with scheduling for future construction and helping to relieve connections. The Margaret Bridge will extend Woodall Rodgers into East Dallas. As things become more congested with construction of the Pegasus Project in the coming years, this will help provide alternative routes to go around the future construction of the other bridges. Right now to get to East Dallas you have to either exit Woodall rodgers and take regular streets to get to the Continental bridge and other routes, OR you have to wind through the "Mix master" around downtown to connect with I-30 and/or I-35.
