I think it has more to do with starting service when the Univs. are winding down for the year. They don't want to have too many passengers using the system if there were problems, like too many passengers.
Too much success is not a good thing, according to WT, I guess.
Still, I will enjoy riding the 60 Pembina bus if I want to go to Pancake House or to get a haircut. Won't need Made-in-Manitoba 'rt' for that.
