The priorities in the late 80's and early 90's was the economy. Filmon delivered an expanded rural economy. The problem was Winnipeg was stagnant under a list of anti-biz policies and high taxes.
Today Winnipeg has a pro-biz mayor and council .. if a business friendly premier took over the city would be in GREAT shape. In fact it would take off as we have not seen in our life times.
When Winnipeg does good so does the province .. and hense a greater ability to afford a new rapid transit system.
