I agree that's the way it SHOULD be, but there is plenty of precedent of people who decide they need to change the rules once they move near an airport, or factory or any kind of industrial area. It would take a politician with a firm spine to tell those people "too bad, you made your decision", and those are, sadly, few and far between. I fully understand why the WAA doesn't want to potentially trust their fate to legislators who would rather be popular to whomever they are taking to at that moment.
