I wondered about the elevation too, why go up steps and such to enter the building. One concern could be the flood plain, it is in the 25yr flood plain of Shoal Creek, so they could have built the First Finished Floor (lobby) 1 foot above the Base Flood Elevation to reduce the insurance the condo HOA would have to purchase. Commercial structures don't always have to build above if they provide flood vents but to build above they take the risk away. Only part of the garage will be flooded and it naturally will have flood vents (doors) to allow the flow of the creek through should a major event happen.
