Not gonna happen. Even if they got this thing going (I doubt it), all we'd see is another version of the Pyongyang Hotel; delay upon delay on its completion for years to come.
Even at their slave labor wages, this building will cost more than 200 million to build. The materials alone will be twice that. Unless they want it to fall over in a monsoon or earthquake.
