Because people in Winnipeg are also paying for Brandon and Churchill's infrastructure needs. The problem with people living in bedroom communities around the city is that they may pay provincial taxes towards the perimeter but they pay very little toward the upkeep of Winnipeg roads and infrastructure, which is where a high percentage of those residents shop and work.
