I don't see how the city can ever properly synchronize traffic signals on main routes if it insists on using vehicle detector loops. All it takes is one intersection along any given route to receive a shortened green because one car pulls up on the intersecting street, and traffic on the primary route is just out of the detection zone. Then timing at any following intersections is thrown out of whack.
