they didnt own the land if i recall, CIBC did/does...but had plans to incorporate the historic building on the corner as per the image. If you look into that loading zone behind the CIBC you can see roughed in doorways and the such.
Out of any building in the city that didnt go ahead, to me this would have been the most influencial on the current look and feel of the downtown.
Not to say it couldnt still happen, but it would be much harder nowadays.
