Every project of size needs a site survey. This site most likely includes a soils survey as well. Everything below ground, including pipes and utilities, and maybe even old ships, needs to be verified in addition to records at some point before work can continue. I am not certain that that is what they looking at here, but it would seem plausible that it may be part of it.
