I usually think of 281/I-37 to the east, I-10 to the west, I-35 to the north, and US 90 to the south as being the inner loop. At least that it forms the greater boundary lines for Central San Antonio and downtown. I guess that could be wrong. Loop 410 definitely is the more prominent and actual loop.
