It's wierd the first video at the 0:15 mark it shows it with the proper spacing with the building in progress.

And look at this one from CBC in 2010. It also has a more realistic spacing in that center gap. The article says this proposal was 48 storeys.

The development application seems to have the correct spacing:

That being said it doesn’t explain why the tower looks correct in the CBC report, unless they were going back and forth.
