Perhaps just Market Street though. I still don't understand why it goes from two-way in U City to one-way from 22nd to City Hall, then back to two way. Just make it two way the whole stretch.
Narrow streets like Walnut/Chestnut I agree making two way wouldn't help anything since the congestion is already very heavy.
