Correction, MOST cities aren't judged on their skylines. New York is different. It's skyline is and has been the image of the city for a long time. It's obvious that it's one if the most pedestrianized cities, and as such the street level experience is very important. But let's not kid ourselves here, the skyline matters. Besides the loss of life, it's the reason 9/11 hit so hard for so many people in the tri-state, whether they ever step foot in Manhattan or not. The skyline means something.
