Not sure how likely this all ends up being but interesting change of plans.

City wants Texas Live-type retail draw at Mid-South Fairgrounds

"Now, M&M will be focused on roughly 100 apartments above retail space; a hotel developer will be brought in for a roughly 140-key hotel; and the City's Division of Housing and Community Development (HCD) will be the master developer, guiding the overall project and attempting to land large, top-end retailers.

This commercial piece is being developed on a parallel track with the $40 million, 185,000-square-foot youth sports complex en route to the southern end of the Fairgrounds.

HCD director Paul Young told a City Council committee on Tuesday, Feb. 18, that his department will be trying to land the type of destination retail that exists at Texas Live! — a $250 million Dallas-area entertainment district anchored by the Texas Rangers’ new stadium"

"By fall 2020, Young said the City should have letters of intent (LOIs) from multiple retailers, so it can issue bonds with favorable terms.
If financing is obtained this fall, Young said he expects the youth sports complex, the hotel, and much of the retail to open in spring 2022."
