Makes sense, considering that ramp must be over 40 years old by now and is probably getting close to its replacement age in any event. It would seem weird to tailor a $150-200M interchange just so that a fully depreciated, somewhat outdated off-ramp could be used for another decade or two before it gets replaced anyway.
