There is no need to rip anything out if you're building a wheel. Literally any other project would necessitate ripping out (or dramatically modifying) the existing site, which is a giant platform for the wheel.

This is why a wheel makes the most sense, even if other projects may (in theory) make more economic sense. You already have $300 million in sunk costs for a wheel.
