Chicago to Milwaukee is not that bad. It's terrible during rush hour until you get outside of Chicagoland, then it eases up for a while before starting with the Milwaukee traffic. There is definitely a respite, unless there is an accident or inclement weather or something.

Baltimore-DC can get pretty bad.
