For Toronto, it's a combined urban area, the ones of Oshawa, Toronto and Hamilton. Similar cases are New York and Bridgeport, Los Angeles and San Bernardino, San Francisco and San Jose, Chicago and Kenosha, Boston and Providence (this one for the first time), etc.
Thanks although Demographia definitely isn't including Hamilton as part of Toronto's urban area.
