There used to be an old school or college or some sorts in this spot (there's a photo of it in The Big "R" I believe showing the building before the fire in the 90's), but this is a massive open area, and since it is fairly sunk below Military Rd, you could easily support a 12-15 story building (to be honest twice that height, but let's be serious it's St. John's) without affecting anyone's view. Also, given it's fairly high on the hill it would create a major impact on the skyline as viewed from the habour.
