PPD is short on Police in regards to the numbers the force they want. Hiring has been a bit more difficult as they have raised the standards of the past several years. (Its a good thing, as well as the starting salary being approx. 6k higher today than it was 3-4 years ago.) PPD had a bit of a PR issue with several cops being arrested in a short period of time.

In regards to the unsolved murders, I believe as well as what's being reported is the current culture. There is a big "No Snitching" culture that happens in the area's where majority of murders take place. North, West and southwest Philly are notorious area's. More and more there has been an increase in the lower Northeast area, do to the growing gentrification in the Lower Kensington area. There is also quite the fear of retaliation in many of the area's.
