That's mainly true but not entirely. For instance, on the main page under 2018, the New Haven to Springfield commuter line is listed as "Connecticut" rather than NYC even though it extends outward from within the NYC metro area. Same as the "Lackawanna cutoff" which is listed as New Jersey despite being entirely within the NYC Metropolitan area. So the policy definitely does distinguish at least between sub regions of metro areas when appropriate, even if not to the level of individual municipalities.
