For children who's parents both grew up educated in French, they must be enrolled in French language school.
For those children who either parent grew up educated in English, or who moved to Quebec after having significant education already in English, or who's sibling have had a significant education in English then have a choice of enrolling in either French or English language schools.
The French language schools do have an English class.

English is a mandatory subject in all Quebec schools every year starting in Grade 1.
There is also a tiny number of French immersion schools or classes here and there in the province. (In places like the Saguenay for example.)
But it's nowhere near as widespread as French immersion is in the rest of Canada.
Not sure what this has to do with choosing a place to live in Winnipeg.
