I'm curious why it would be seen as different from

Lights are bad for birds but it seems like
all city lights are bad for birds, and they will have a hard time downtown no matter what?
Last argument I can think of: Sears, Hancock, 311 S Wacker, they all have massive lights. But Vista's blow through floor fully illuminated might be by far the largest solid chunk of light in the skyline. Could look bad if not done carefully
