I don't know if you can say its lacking density, maybe its just a relative lack of density outside of the Riverwalk. Certainly there's little density visible from the freeway or from certain angles in pictures, but in the places where SA is dense, it blows anything else in TX out of the water, IMO.

Of course height is an issue, and probably always will be, but to me density makes up for a lack of height more effectively than height makes up for a lack of density. A city like Charlotte looks impressive from the highway, but look at an aerial photograph and you notice there's an awful lot of parking lots separating those 600' and 700'ers. SA was just built around a different set of values, and I for one am cool with that
