I'm more worried about the long-term effects of short-sighted planning that churns out poor-quality projects and a lack of infrastructure investment to keep pace with growth.

The downside in Toronto is a city that is starting to choke on it's own growth.
As the necessary infrastructure improvements are kicked down the road, they only get more costly and disruptive when you can no longer delay and are forced to implement them.
