They are fully furnished apartment suites meant to cater to the longer term traveler 1week - 3 months (or longer) type stay. Sutton’s long term stay La Grande Residence in Vancouver is known as Hollywood North it’s home base to many actors/directors/producers/crews in town shooting tv/film.
In terms of flooding evacuees that would be entirely a business decision made by Sutton Place Hotel whether they want that clientele and contract from the government. Given this is a luxury hotel their prices id imagine would not be in line with housing any type of environmental evacuees long term.
