Bringing Piazza San Lorenzo back in the discussion; I was searching through and found this

"The site was purchased by PSL, Ltd in May 2005. The new development is fully entitled for the Piazza San
Lorenzo community, having secured the approvals from the City of San Antonio and the Historic Design Review
Commission (HDRC). On September 6, 2007 the City Council of San Antonio approved a resolution to allocate
$25 million in federally sponsored Empowerment Zone Bonds to the development. On September 17, 2007 the
proposed improvements and uses of the Project Plan and Finance Plan for the City’s Tax Increment
Reinvestment Zone TIRZ #9, which includes the Soledad Streetscape Improvements between Houston and
Commerce Streets in the amount of $750,000, was considered and approved by the TIRZ Board of the City. Tax
credits may be available for those PSL operators who retain personnel from within the Empowerment Zone."

it says that opening is for may 1st 2010,and keeps mentioning 2010.
Whether it actually takes off or not is suspect, but it would be nice...
