If this is the case so be it. That corner deserves a more creative and mixed use approach than what it is now so if the scope of the project is scaled down due to it's size it would be too bad but at least a new life is being proposed. On the other hand why would all the time,effort and expenditure go into proposed drawings and be approved by planning and city council if this were the case? Sounds like the developers are pretty confident in proceeding, maybe not to the 25 storys they want but to the original drawings released.
