The two low rise brown buildings are in fact the former San Antonio Water System headquarters (beyond) and the chilled water plant in the foreground. CPS pipes and sells chilled water to many downtown developments such as the Hilton, the Hyatt, Rivercenter, Marriott and the Convention Center. That is why you don't see big cooling towers at those locations.

The 10 year Convention Center master plan will likely show expansion onto this site. The street will be re-directed.
