I believe that since the project received approval from the planning commission, the project still has the green light. The City Council will simply meet to review the objections raised by Cal Trans, to see if their complaints have any merit. I don't believe Cal Trans' objection actually halts the project.

Similar to SEIU's obejction to the Sutter Hospital Midtown project. The project was allowed to proceed, even after SEIU challenged the EIR with the city and work only slowed once SEIU, successfully obtained an injunction slowing construction on that project.


Most likely the city will dismiss Cal Trans objections.

It remains to be seen whether Cal Trans will challenge the project in court under CEQA. I suspect they will, simply as a means to strong arm the city into dropping it's objection to HOV lanes running all the way to downtown.
