Yes. Just like parks, public primary and secondary education, primary public health care, police, and city fire protection. In my opinion, primary dental, pharmaceuticals and university (at least the first 2 years) should be added to the list (once the Baby Boomers are out of power, these things will happen, as we realize the privatizing of public services that they spearheaded was extremely greedy and shortsighted in a time when the country - not individuals - hasn't been more wealthy).
