IIRC, some of Related's more ambitious plans for infill got shot down by the Illinois State Historic Preservation Agency. Related's original plan called for demolition of the little lowrise community center at NW corner of Diversey/Elston and the residential building across the street, and then new midrises in their place.
But when the complex got listed on the National Register, Related had to go through a historic review before they could access tax credits, and the state preservation folks threw cold water on the infill plans.
It looks like Related did find a few sites for infill in the south part of the complex, though. The first new midrise is almost done.
