Fuck em! If he has an attitude like that then i say don't allow him to connect to any existing sewer and water and while he's at it maybe he can create his own fire and ambulance department.
If i wanted to set up a business i would have to go through extensive hoops with the "White Man" to get the required approvals. What makes him think that everybody owes him the right to do whatever he wants with his land?
