I don't think that's entirely true. My understanding is that the NHL will reject any player transaction that puts a team over the cap. They calculate average club salary on a daily basis and it needs to always be under the cap assuming nothing changes for the rest of the year. Which is what makes dmacc's analysis required as un-suspending Byfuglien is potentially one of those transactions that the NHL could reject.

The only thing that can ever actually get you over the cap is bonuses. Other than that the NHL has a hard cap that cannot ever be violated.
