Rio Grande street in Austin is named for the Rio Grande (river), so both interpretations are correct. All north-south streets through downtown (except Congress Avenue) are named for rivers in Texas, in order, West-to-East = Southwest-to-North. The Rio Grande is on Texas' southwest border with Mexico and [the] Red River --- the Eastern-most street downtown before "East Avenue" (now I-35) --- is on Texas' northern border with Oklahoma, before it flows into Arkansas and Louisiana.
